The Ministry of Environment and Energy (MEE) of Greece works to achieve the protection of the natural environment and resources, the mitigation of the implications of climate change & the enhancement of mechanisms & institutions for environmental governance.

The General Secretariat of Natural Environment and Water is comprised of the General Directorate of Forests and Forest Environment, the General Directorate of Environmental Policy, and the General Directorate of Water. The responsibilities of the General Secretariat of Natural Environment and Water include, amongst others, the coordination of the General Directorate of Inspectorate. The General Directorate of Inspectorate promotes, investigates, monitors, coordinates & supports the implementation of environmental, urban planning, energy, mining and quarrying legislation for the protection of the environment, the safety and health of workers in mining & quarrying enterprises, the prevention & remediation of damage to the environment, the deterrence of arbitrary construction and the assurance of the rational operation of the fuel market.

The MEE coordinates the LIFE PROWhIBIT project and participates in almost all project actions. Through the implementation of the LIFE PROWhIBIT project, the MEE aims at developing a National Strategy and an Information System, as well as enhancing the capacity building and awareness of the various stakeholders in the fight against the environmental waste crime.

GREEN FUND

Green Fund (GRFU) is a Public Legal Entity, associated to the Hellenic Ministry of Environment and Energy (MEE). The establishment of GRFU (Law 3889/2010) allows a wide distribution of funds, coming from environmental taxes, fees for environmental damage, auctioning of EU ETS allowances etc., to targeted environmental conservation programs.

GRFU’s objective is to stimulate sustainable development through environmental protection and conservation by providing administrative, economic, technical and financial support for programs, measures and interventions aiming at improving and restoring the environment and combating climate change. To this end, the GRFU finances programs set up by MEE to be implemented by other Ministries and subordinated bodies, local authorities, legal entities and other stakeholders of the public sector. The annual budget of GRFU is more than 60 M€.

Green Fund is the National Contact Point for the LIFE Programme (Environment) in Greece and participates (as a partner or as coordinator) in various LIFE Projects. Green Fund also provides part of the national contribution in EU approved LIFE projects.

IMPEL (EUROPEAN UNION NETWORK FOR THE IMPLEMENTATION AND ENFORCEMENT OF ENVIRONMENTAL LAW)

IMPEL (European Union Network for the Implementation and Enforcement of Environmental Law) is an international non-profit association of environmental authorities, registered in Brussels. IMPEL was set up in 1992 as an informal Network of European regulators and authorities concerned with the implementation and enforcement of environmental law. In 2008, IMPEL was transformed into an international non-profit association under Belgian law. Currently, it has 53 members from 36 countries including all EU MS, FYROM, Serbia, Turkey, Iceland, Kosovo, Albania, Switzerland, Norway.

The Network’s objective is to create the necessary impetus in the European Union to make progress on ensuring a more effective application of environmental legislation. The core of IMPEL’s activities take place within a project structure and concern awareness raising, capacity building, peer review, exchange of information and experiences on implementation, international enforcement collaboration as well as promoting and supporting the practicability and enforceability of European environmental legislation. IMPEL has developed into a widely known organisation in the environment field and is mentioned in a number of EU legislative and policy documents.
